What Is Web Map

Qgis2web is a tool that turns qgis layers into html, javascript, and css files. Hosting is supported by ucl, fastly, bytemark hosting, and other partners. It is the most popular way to display and navigate maps, replacing other methods such as web map service (wms) which typically display a single large image, with arrow buttons to navigate to.

There must be difference because map services can only be published as of arcgis server 10.6 or later (see documentation here ), but web layers can already be published as of arcgis server 10.4 or later.
